Definetely FreeForums. They have great support staff that fixes your problem in no time at all, not to mention that their forum control panel is really easy to navigate, which means that you can have a quality forum setup in just few minutes Smile

I like forumotion. It's very flexible. You can design your theme yourself. Or you can chose a pre-designed theme.

Forumotion is the best as it has a good record of uptime and large resources.

But the lagging feature is, you can't have a backup of your forum's database.

Hawk host looks to be the best. There are some decent ones out there, but all are paid. I don't think any of the free ones are really 'good' at all.
